You can put them underneath your pictures or around depending on how you want the picture to stand out. You can even do the cutout on your picture. Make your sweet little one the shape of a turkey!
The paper for the background can like always be a simple color like a light brown, or can be decorated. Some good choices would be something like Indian corn, pilgrims, or turkeys. The decoration on the paper can be on the whole paper or just as the border.
